Dr. Wilfred Lus
Dr. Wilfred Lus is the World Bank’s Senior Mining Specialist for PNG and the Pacific Islands, based in Port Moresby. He serves as Task Team Leader (TTL) for the Solomon Islands Sustainable Mining Development Technical Assistance Project and leads the Bank’s advisory and analytical work on extractives across the region. His work has supported major sector reforms in Solomon Islands, including delivery of the new Minerals Bill currently before Parliament, establishment of modern mining regulations and gazettal of metal price regulations, operationalization of the Mining Cadaster Administration System and the Community Liaison Division within the Ministry of Mines, Energy & Rural Electrification, completion of the Strategic Environmental and Social Assessment, finalization of the Mines and Minerals Development Strategy 2035, and support for the country’s re engagement with the Extractive Industries Transparency Initiative (EITI). Dr. Lus is also TTL of the PNG and Pacific Islands Extractive Programmatic Advisory Services and Analytics (PASA), through which he has led macroeconomic assessment and institutional capacity building for PNG Treasury and the Solomon Islands Ministry of Finance & Treasury on the economy wide impacts of mining and extractive sector development. His work under PASA includes support for EITI implementation in PNG, establishment and operationalization of the PNG Resource Governance Coalition, preparation and scoping of petroleum and mining cadaster systems, analytical inputs to the PNG Minerals Development Master Plan, and structured policy dialogue with Kumul Minerals and Ok Tedi Mining Limited on mine waste governance and shared public–private use of infrastructure in mining corridors. He holds a PhD from the Australian National University and a First Class Honours degree in Geology from the University of Papua New Guinea, with over 30 years of experience across industry, academia, and international development. Prior to joining the World Bank in 2017, he worked with leading extractive companies (Rio Tinto, Barrick Gold, Solomon Gold), was Chief Geologist for Petromin PNG Holdings (now Kumul Minerals Holdings), lectured in geology at UPNG, and has led major copper–gold exploration programs in PNG and the Solomon Islands.
