Mr. Paul Daniel Bayly is the Chief Executive Officer of PNG Power Limited, effective 1 May 2025. Mr. Bayly is an internationally recognised recovery and infrastructure expert from New Zealand, with extensive experience across government, finance, and post‑disaster recovery environments. Prior to his appointment at PNG Power, he served as Chief Executive of the Recovery and Development Agency in the British Virgin Islands, where he led national recovery efforts following major hurricanes. He also held the role of Permanent Secretary for Infrastructure and Transport in Fiji, overseeing critical national infrastructure portfolios. Before entering public service, Mr. Bayly had a distinguished international banking career, specialising in the funding and financing of large‑scale infrastructure investments. His commercial background spans banking and corporate advisory, providing him with deep expertise in capital structuring, investment strategy, and financial governance. Central to Mr. Bayly’s multi‑dimensional career is the efficient and strategic use of resources to improve people’s lives. Over a 40‑year career, he has developed strong commercial acumen and leadership capability, which he has more recently applied in times of environmental crisis, directing complex national recovery programmes in post‑hurricane conditions. Mr. Bayly is an experienced leader in both civilian and military environments and is a retired Colonel of the New Zealand Armed Forces, bringing disciplined leadership, strategic planning, and operational excellence to his executive roles.
